In this digital age Belagavi Administration is inept and smart on paper only


Since 2007 we have been writing about common issues related to Belagavi and most commonly the issues are regarding the common folks and ordinary issues but which are of grave importance to the public.

Each one of you reading this, all those who just read the subject line and comment please forgive, have come across issues like Street lights not working (or working when they shouldn’t be), water leakages, potholes, garbage disposal, Traffic issues, open manholes and so on…

In the last couple of years, various social media initiatives, like using Facebook, Twitter have come up where govt agencies have shown proactive interest to engage with citizens, but the same is not happening in Belagavi.

But how many of you have tried to contact the agency in charge to get it rectified. Maybe less than 2%, and the 98% who did not do it, we aren’t blaming you as there is no full-fledged grievance readdressal system in place.

Most of the time Civic issues are handled by the Belagavi city corporation which has a website that is not updated for years. No Social media presence at all. They have a page but nothing is updated nor replied.


The Cops are somewhat active and also reply to a few complaints made on twitter. When we say somewhat we aptly know that in this world of real-time, nothing is shared in real-time, The smart city funda looks to be Joomla as the inaugurated command centre hardly helps in day to day activities. Maybe it still needs time to acclimatize itself with the city.

For simple issues like a pothole and open hole one cannot be expected to visit the City corporation office where you are not welcome, even if u go there you will be told go here, go there and when you reach at that designated table, that sir or madam is not in the chair.

In this current pandemic, the Karnataka govt used social media to the fullest extent in solving some of the issues of the public and they must be praised for it.

Right from the secretary level officers to the DIPR_COVID helpline each replied to queries to assist. I myself have so many times asked them to get answers to questions asked by readers and they have replied each time.

Why can’t such a system is not put in place not for Belagavi but in all cities. The smart city concept is on papers only where everything will be integrated, forget integration those folks haven’t been able to integrate slopes for all the roads at junctions.

A strong grievance readdressal system must be in place which is easily accessible. The city corporation had a grievance system in place made by the state e-Janaspandana Government of Karnataka But how many know about it is the Question?

A single number for all the complaints which are then routed to the respective departments and a follow up is taken by the higher-ups so that the same are resolved.

We can just hope that the Smart city Joomla turns into a reality for a better Belagavi.

STP works commences at Halga amidst protests by farmers


On Monday the work on the Sewage treatment plant at Halga was commenced under police protection.

The Farmers present there protested this act of the Corporation and administration and said they have just sown the land and getting earth movers to level the land is very unwarranted.

In April 2018, the KUWSDB called a meeting of municipal administration minister Ramesh Jarkiholi with the farmers to convince them to give up their agricultural land. But the farmers refused. The STP was first proposed on a plot of government-owned barren land in Alarwad village by the Belagavi City Corporation (BCC) in 1985 to treat sewage water generated in Belagavi city.



The BCC even completed the laying of underground drainage lines. But the Pollution Control Board objected, stating that the plant was too close to residential areas and public places.

In 2017 the court rejected the farmer’s plea but due to protests work hasn’t been started.

Belagavi City Corporation (BCC) has planned to set-up an STP on 17 acres and 30 guntas of land at Halaga village, close to Suvarna Vidhana Soudha (SVS).

3 more Discharged: Active cases down to 26


On Sunday 3 more patients were discharged from the Belagavi COVID hospital taking the number of recovered to 284.

With today’s discharges total active cases are now down to 26 only.

As of Saturday results of around 1000 samples were yet to be received while 18510 persons have been observed.

Over 17214 samples have been so far collected in the district.

The 26 active cases include 3 pregnant women whose results are positive and special care is now been taken. This includes the one from Sadashiv Nagar.

Deserter Parsharam Patil of Belagavi held in Ahmednagar for posing as Army officer


Prashant alias Parsharam Bhaurao Patil, a resident of Belagavi who is a  32-year-old Army deserter who was later sacked was arrested in Ahmednagar on Saturday afternoon for posing as a military officer.

Several fake army identity cards, CSD cards, dependent cards in the name of his mother and wife, Aadhaar and PAN cards, an Army stamp, as well as five mobile phones were recovered from him.

He continued donning the uniform and moving around in a vehicle with an ”on Army duty” board even when he was sacked from the army.

Though he was sacked from the Army, he continued donning the uniform and moving around in a vehicle with an ”on Army duty” board,” the official said.

The Mumbai Mirror in Feb 2014 had posted a story Sepoy who posed as Major to impress girl, arrested. He seems to be the same person.

Not an officer and definitely not a gentleman: an army sepoy, who posed as a Major of the Special Forces of elite 3rd Parachute Regiment and stole a Yamaha bike of a jawan to impress a girl earlier this month, was arrested on Thursday. Sleuths of the Military Intelligence (MI), Southern Command, were on his trail since January. However, it was the vigilance of constable Sachin Ugle who caught sepoy Parshuram Bhaurao Patil (26) riding a bike with fake registration number in Mandai. According to police, Patil is a native of Belagavi district, Karnataka and was posted with the 46 Assam Rifles.

Police Inspector (crime) Sandipan Sawant said, “”Patil was arrested and during interrogation, he told us he stole the bike and changed its registration number. Speaking to Mirror, an army officer said, “”Patil has not reported to his 46 Assam Rifle Regiment for last one-and-a-half year. During interrogation he told us that he was trying to impress a girl posing as Major.”

47 Private hospitals in Belagavi district to treat Covid cases

Private hospitals in Belagavi district to treat COVID cases

The state government has released a list of private hospitals where Covid-19 patients will be treated as per government guidelines.

Additional Chief Secretary Jawaid Akhtar (Health) has ordered that private hospitals empanelled with the Suvarna Arogya Suraksha Trust (SAST) under the ABArK scheme be notified for treatment of Covid-19 patients.

A total of 518 private medical colleges/hospitals throughout the state are empanelled under ABArK.

The list of empanelled hospitals is available on the SAST website and the Health department’s website Information is also available on toll-free helpline 1800 425 2646.

The hospitals will be paid a government-fixed rate for Covid management, Akhtar stated.

Coronavirus Disease (COVID-19) is an infectious disease caused by a newly discovered “Novel Corona Virus”.

Most people infected with the COVID-19, experience mild to moderate symptoms and recover without requiring special treatment. However, those who develop severe symptoms need admission to ICU and often need the help of ventilator.

People who have underlying medical conditions and elderly persons have a higher risk of developing severe disease and death. Common symptoms include fever, tiredness & dry cough. Other symptoms include shortness of breath, aches and pains, sore throat.

The State Government has taken steps to identify Dedicated COVID Hospitals, COVID Healthcare Centres and COVID Care Centres. At present most of the patients suffering from COID-19 are under treatment in these government facilities. A few patients are also under treatment in private hospitals as Government has not barred the treatment of COVID-19 patients in private hospitals. However, a private hospital has to mandatorily notify all such cases to the BBMP Health Administration / District Health Authorities.

Suvarna Arogya Suraksha Trust (SAST) has held extensive discussions with private hospitals and their Associations with the intention of involving the private hospitals in the treatment of COVID-19 cases. A few hospitals empanelled with the SAST have also entered into MOU for the treatment of COVID-19 patients. Due to an increasing number of COVID-19 cases being reported in the State, it has now been decided to involve the private hospitals in the treatment of COVID-19 patients.

The private hospitals empanelled with SAST under the AB-ArK scheme (Annexure-1) are hereby notified for the treatment of COVID-19 patients referred to by the Government Health Authorities. The conditions guiding the treatment of patients referred to by the Health Authorities are as follows :

(i) Referral will have to be made by a Public Authority viz., Commissioner, BBMP, Director, Health and Family Welfare Services, DHOs, DLOs etc.

(ii) Immediately on admission of a patient, the hospital will notify SAST and start the treatment.

(iii) The Hospital will be paid as per the appropriate package rate for COVID-19 management. Further additional packages will be available for comorbidities.

Two arrested who extorted money


Khade Bazar police have nabbed two goons who were threatening builders, traders and rich people in the city and extorting money from them.

Various crimes were registered against them at the Camp police station and other police stations in the city.

Under the guidance of senior police officers, Khade Bazar police have arrested two goons who were trying to extort money from them.



Residents of Shastri Nagar, Vishal Singh Vijay Singh Chavan (21) and Prathamesh Narayan Ganikop have been arrested.

Police have seized a car, bikes, weapons, and mobile phones from them. They were calling builders, traders, and rich people and demanded a ransom. If they did not pay the ransom, they were threatening to kill them.

110 Properties of Sangolli Rayanna society to be auctioned soon


Anand Appugol, accused of swindling depositors’ money in the Sri Krantiveer Sangolli Rayanna credit cooperative society had many properties in around 16 names.

110 properties were seized and after all the legalities the Registrar is gearing up to sell these properties and return the money of the depositors.

Now the court order is awaited for the auctioning of these properties and after the realization of the funds, the hapless depositors whose hard money was siphoned off would be returned.

Appugol had cheated thousands of customers to the tune of Rs 250 crore as per sources. He was arrested and also let out on bail.



The 110 properties include some lavish bungalows and farmhouses, in the state.

The duped investors had demanded that Govt should sell his assets to settle their dues. Moreover, since Appugol had bought many of his properties under the name of his close associates and relatives, it was difficult to sell them off. But now some of those hurdles have been crossed and the depositors can now think of at least getting back some of their funds back.

The Quarantine Mindset!!! – turn your scars into stars…

PLEASE WASH YOUR HANDS… Today, everyone does it and I guess many times in a day, but before this pandemic were we doing it so frequently? What was the response we gave when someone told us to wash our hands? We have heard, History Repeats Itself and here we are witnessing again. What I want to focus here is, the message to Please Wash Your Hands could have also come in from the history when the world witnessed the Spanish Flu in 1919, where between 50 and 100 million people were dead worldwide. Similar consequences were faced then and people were kept under quarantine centers.

The world has faced many epidemics more recently, such as Ebola in 2014-16 and H1N1 in 2009, but still why has human response not changed. It is because we learn from every new outbreak, but, perhaps, not enough and tend to swing soon from the panic situation. People learned lessons have always been encouraging next generations certain things to follow, but sadly people look at it. Now, if someone told to wash our hands, no doubt we will do it.

The reason the above example is given is to understand why some concepts are important to follow in our life. Lot of such things our ancestors, philosophers, scholars, or gurus have experienced where they constantly tried to pass the message and urged us to follow. Following them, many people have achieved milestones while others drown themselves. Below are some principles suggested to optimize our mindset in this Quarantine situation.

Tough Times Never Last, But Tough People Do.. – Robert Schuller” – When we are running with thoughts of achieving our dreams, being with our loved ones, happy and rejoicing we enjoy those moments; we are energized, positive, and belief no matter what, we will make it big. On the other hand, there are thoughts of criticism, failure, nervousness, pain, business problems, relationship issues, feeling left out, rejected and lost, such thoughts are not often true, but because we get carried away with those thoughts, they make us feel real, which makes us depressed and frustrated. These are mood swings where a happy person turns his mood and becomes sad immediately. We understand something wrong happened and then regret responding indifferently too.

We should be open to all thoughts, but constantly dwelling into negative thinking will drain our energy and weaken the willpower, then it will be a very hard time to lift ourselves. This is when we start feeling vulnerable and the mindset shifts to negative.

Understand this ConceptDo we have problems, Yes. Will we always have some problems, Yes. Are our problems manageable, Yes? Every person who is alive will have problems and they can be very well handled if we apply below given principles in our LIFE.

CATEGORIZE YOUR THOUGHTSWe get thousands of thoughts in a day, but we need to categorize those into positives and negatives. We always admire all the thoughts we get and get carried away with it. Remember 97% of the thoughts are not true, useless or negative so we should care what are we thinking. We have grown up hearing “you will not be able to make it big” OR “this is not your cup of tea.” Never accept such thoughts, reprogram them. This usually happens when we are too disciplined with our thoughts. It is patterned thinking, which has designed us that always tell us the things we cannot do. To achieve certain things in life, Attitude Is More Important Than Ability. With a negative mindset, we can never get a winning attitude. Don’t surrender here because the problem will pass on, it has to. Get the courage to step into tomorrow and you will be amazed by the opportunities waiting. Beginning is Half Done..

ENHANCE YOUR BELIEF SYSTEM – Belief system will never modify once it is programmed. To make a strong belief system, stop talking negative or unwanted things in front of kids. The Lockdown period was most crucial and you will later understand what things children have downloaded from our hard drives. Self-Esteem and Confidence come naturally with the belief system. The core values, thinking pattern, moral values, and behavior, which a child learns during the developing years become important as they all contribute to the decision making ability for our rest of life. Each person differs because of the belief system they have developed. Make Your Beliefs Strong Because Then The Beliefs Will Make You.”

BE PERSISTENT – After the lockdown, many people are facing problems with employment and are struggling financially. Employment situations are not new and are experienced in the past as well. Constant efforts physically and mentally can help us overcome this situation. People who stayed home without trying anything are at more loss than people who took some initiative. Feeling helpless and hopeless are common symptoms then. Please acknowledge that “whenever unemployment rate has gone up, self-employment rate also has gone up,” but experience this can only be seen to the solution-focused people and not the problem-focused people. People who understood it is better to do something imperfectly than to do nothing realized it quickly. Many people have started with new things, which is a positive sign and with their PERSISTENCE, they will be successful. We wonder how people become great, but all these are ordinary people with extraordinary amounts of determination. Nothing in the world can take the place of PERSISTENCE, Knowledge won’t, Talent won’t, Education wont. Nothing is more common than unsuccessful men with talent – The Founder Movie (2017).

RAISE YOUR EMOTIONAL QUOTIENT – Everyone today is aware of EQ, but very few people are able to adapt it. People who are emotionally strong cope up very well with current situations whereas the emotionally weak destroy themselves. Know your emotions well then understand other people’s emotions and motivate if anyone is down. Don’t run for sympathy, try Empathy. Empathic people can relate to emotions very well because they are able to look at the situation from a different point of view. Emotions are temporary as they change in different situations and with different people, so analyze before you decide on anything with your emotions. According to WHO (World Health Organization), domestic violence issues have increased a lot during Lockdown. Learn to manage emotions as “Some people break records while some people break themselves… – Shiv Khera”

YOU ALREADY HAVE IDEAS – An idea is an OPPORTUNITY. We may not face this COVID or Lockdown situation again, so here is the time to witness the potential we have, which has always been ignored. We know everyone has potential, creativity and is unique with multiple talents. This is the best time to explore our ideas. Research says human beings perform best when they are under pressure. When life gets hard, remind yourself, “Diamonds Are Made Under Pressure..” Keep writing down the ideas as they come and you will be amazed how things start connecting automatically.

PRACTICE MEDITATION – Being strong physically and financially is not enough today. We should be strong mentally and spiritually, which gives us the ability to handle situations sensibly and move life in proper direction. We cannot always expect people to be around when in trouble. Meditation helps us look within us and understand the possibilities we can do and the options we have surrounding us. Meditation helps us build more patience towards the materialistic need, which is the need of the hour. Today, the most important things are the essentials and to survive with a strong mental attitude. Meditation also reduces stress and gives us more clarity towards life. When meditating, we can feel the energy within us, which makes us stronger mentally. “When you have exhausted all possibilities, remember this.. – You Haven’t”

MOTIVATION AND HABIT – Getting motivated is natural, but not everyone achieves what they want. The reason is we fail to ACT on that thought, which motivated us. A very simple concept to understand, but people don’t. If we don’t act, how can the things move ahead we expect? Everyone wants to achieve, but don’t act according to it. People get tired too easily after trying for some time. The best practice is to keep a habit of doing things irrespective of the problems you face. We quickly blame our life for being unfair, but we really need to check if we have given our 100% to achieve it. Let’s make a small difference from now on – When we get motivated and write down our dreams, mention a brief Action Plan beside it and start making it a habit. “Motivation will get you started, but habit will keep you going..”

To conclude, we have now adopted the habit of Washing Hands willingly, so should we habituate to above principles as well. If we want people to consider us THINKING OUT OF THE BOX,” material, then keep finding ways of overcoming frustrations.

I sincerely pray and believe that we all are going to come out of this pandemic successfully. Many important lessons are learned and importance to have a positive mindset is understood for the rest of our life.

One tests positive with travel history to Dharwad – Active cases down to 28


A 42 years male who had a history of Inter district travel – Hubballi-Dharwada has tested positive today.

Identified as P7945 he has been shifted to the BIMS hospital.

With 8 more discharges, the active cases are down to 28 as per the health bulletin.

Positives So far  – 308

Discharges – 279

Death – 1


A total of 337 new cases were reported in Karnataka today. Bengaluru urban reported 138 new cases.

Also, 10 new CVOID deaths were reported from the state.
